This section is for the following locations:

Dwight Kessel, Locust Street, State Street, Main Avenue, and Market Square

In order to better serve you, we will need to maintain accurate records regarding your account in our computerized files. We require that all changes to your account be in writing including terminations, or other changes. Please keep us informed of changes in vehicle ownership, license tag changes or address changes. Our office number is (865) 215-2434.

Contract parking is on a month-to month basis and may only be terminated on the first day of a calendar month, unless otherwise mutually agreed to by operator and customer, and in no event shall customer be entitled to a refund of pre-paid rental where such termination is initiated by customer and is effective to a date prior to the first day of any month. Public Building Authority (as operator) shall not be responsible for loss by fire, theft, damage or other negligence. Articles left in car are at CUSTOMER'S SOLE RISK.

Ingress and egress will be controlled by proximity card which will be issued by the operator. Customer agrees to pay operator a lost card fee ($10) in the event that the original proximity card is lost for any reason. Cards must be kept out of direct sunlight to prevent damage to cards. Broken cards will be replaced at no charge, provided the broken card is exchanged when the new card is picked up.

Contract parking provides for in and out privileges at any time during business hours. Rates are subject to change without notice. Rates may be different during special events.

No allowance will be made for time not used, nor may customer authorize another to park in customer's absence. Any customer or vehicle using lost, modified, or unauthorized proximity cards may have their parking privileges revoked.

All payments are due in our offices located at 535 Clinch Avenue, Knoxville, TN 37902, BEFORE the fifth (5th) of each month. Access cards for unpaid accounts will be turned off on the sixth (6th) day of each month. Parkers will be charged the daily transient rate while their card is off and until the card is turned back on. Unpaid accounts will be terminated on the last day of each month. Terminated accounts will not be reinstated without going on the waiting list, by written request only. We accept checks, cash, money orders or online credit/debit card payment. When paying by cash, ask the cashier for a receipt. Check payments is accepted at the cashier booth in the garage or by mail to: PBA, P.O. Box 433, Knoxville, TN 37901. Pro-rating of fees is done on a half month basis only, based on calendar days one through fifteen and/or calendar days sixteen through the last day of the month.

Contract customers are entitled to one parking space only. Vehicles parked over the parking lines will be issued a warning citation; and after 2 citations, may be towed at owner's expense. Changes in vehicles, license tag numbers, address, telephone numbers, employer changes, etc. must be reported to our office in writing.

This agreement is made between customer and Public Building Authority (as operator) its legal representatives, heirs, and assigns, and customer agrees that no third Party shall be liable for the performance of any of the terms of this agreement except as shall be provided by law. Failure to follow instructions from parking management may result in loss of parking privileges.

This constitutes the entire agreement between the parties and shall be incapable of modification unless in writing and subscribed by parties herein.

The hang tag is non- transferable. Parking is considered a month-to-month contract and can be cancelled at any time based on changes in policy by the operator.

In no event shall customers be entitled to a refund of pre-paid rental where such termination is initiated by customer and is effective to a date prior to the first day of any month. Public Building Authority (as operator) shall not be responsible for loss by fire, theft, damage or other negligence. Articles left in car are at CUSTOMER'S SOLE RISK.

Ingress and egress will be controlled by a monthly parking only hang tag which will be issued by the operator and does not include special events. Customer agrees to pay operator for a new hang tag if the current hang tag is lost for any reason. Customers who do not display the current hang tag upon entry to the facility must exit and seek parking elsewhere until the current hang tag is visibly displayed at the time of entry.

There is no free parking anytime. The current hang tag must be displayed at all times while your vehicle is parked in this facility. Failure to properly display your current hang tag can result in your vehicle being cited. The hang tag permit is valid ONLY during the month indicated on the face of the tag and ONLY for the facilities at which it was issued. Please obtain new permit by the fifth (5th) day of each month. Vehicles with invalid authorization tags will be denied admittance to parking facilities and will be cited. We assume no liability for fire, theft or damage in any case except through our own negligence.

All claims for adjustments must be presented before vehicle is taken from facility. Not responsible for articles left in car. The acceptance of a hang tag relieves this company of any responsibility for fire, theft or accidents.

Hang tags are NOT interchangeable between unrelated persons.
